The PHINLA program is a program to develop livelihoods for poverty-affected populations through multi-sectoral waste management systems. The German government supports this global program involving three countries: the Philippines, Indonesia, and Sri Lanka. In Indonesia, PHINLA is run by Wahana Visi Indonesia in collaboration with a local partner in waste management, Divers Clean Action. Since 2020, WVI and DCA have assisted communities in North Jakarta and East Jakarta, including Cipinang Besar Selatan, Marunda, Cilincing, Semper Barat, and Penjaringan. The PHINLA program develops a household and community-based waste management system in the five fostered areas.

For approximately three years, the PHINLA program has succeeded in increasing the number of residents who sort their waste and join the waste bank. From 822 customers in mid-2021, it grew to 1,834 customers by the end of 2022.

The number of houses sorting waste (according to DKI Governor Regulation 77 of 2020) also increased from 634 homes in January 2022 to 1,437 houses in November 2022. Waste bank capacity also increased from 5,154 kg in mid-2021 to 11,810 kg in December 2022.

The community savings fund managed by the waste bank also increased from IDR 9,921,000 in mid-2021 to IDR 25,504,000 in December 2022.

Three of the ten waste banks assisted by the PHINLA program received awards as the best waste banks from the DKI Jakarta Provincial Government in 2021 and 2022.
